Impartiality Policy Statement

Safeguarding Impartiality, transparency, objectivity, and independence of all National Cyber Governance and Assurance Affairs operations and activities are paramount to instilling confidence and trust in the integrity of National Cyber Governance and Assurance Affairs services to its clients and stakeholders.

National Cyber National Governance and Assurance Affairs is organized and structured in a pragmatic manner that ensures impartiality requirements are met as a government entity, and as a competent national authority formally enacted through Emiri Decree No. 1 of the year 2021.

National Cyber Governance and Assurance Affairs ensures that its policies and procedures are non-discriminatory; its services are available to all clients and are offered relatively and equitably regardless of size, type, and membership of any organization.

Client, applicant to National Cyber Governance and Assurance Affairs services shall liaise with the National Cyber Governance and Assurance Affairs on all matters relating to its services through the published channel of communication and shall not communicate directly with any of the committee members and assessors on such matters.

National Cyber Governance and Assurance Affairs makes decisions based on defined and transparent criteria in all objectivity with no bias, conflict of interest, or the undue influence of others. Decision Boards are established to ensure that all National Cyber Governance and Assurance Affairs decisions are made impartially, based on objective evidence obtain and by competent persons different from those who carried out any assessment.

In addition, National Cyber Governance and Assurance Affairs has available public procedures to raise an appeal about any adverse decision made by National Cyber Governance and Assurance Affairs and complaints concerning its customers or stakeholders.

National Cyber Governance and Assurance Affairs provides training and awareness workshops to individuals and groups. In order not to compromise its impartiality principles and status in training service delivery, the National Cyber Governance and Assurance Affairs does not provide consulting services that give specific advice for the development of an organization's operations. Furthermore, the training delivered or facilitated by National Cyber Governance and Assurance Affairs is not a pre-condition that guarantees achievement or maintenance of NISCF schemes by National Cyber Governance and Assurance Affairs.

National Cyber Governance and Assurance Affairs, as a government authority, could contribute or offer consultancy services within its mandate scope to implement national strategies, define, design, and promote national programs providing that the provision of services does not affect its Impartiality and does not present any conflict of interest through a proper risk assessment process.

National Cyber Governance and Assurance Affairs continuously evaluates the risks to Impartiality arising from its services and any conflicts arising from its or its personnel's relationships and interactions with other organizations, through various mechanisms. All identified risks are managed to ensure that any residual risks are within an acceptable level of risk. In the event that an impartial risk is identified and could not be mitigated to an acceptable level, then service will not be provided.

National Cyber Governance and Assurance Affairs ensures that the principles of Impartiality and non-discrimination are upheld within National Cyber Governance and Assurance Affairs Boards and Committees to protect the integrity of its eco-system, which as a minimum, include:

    1. ensuring the effective involvement of interested parties through balanced representation, so that no one party dominates the committee;
    2. being impartial in terms of their affiliation(s);
    3. no conflict of interests, to minimize and control bias in advice and decision making and Possessing the relevant competencies required.
